There's no bad things at all. The man is calling someone while somebody take him a photo. In this terrible situation, he can contact with people to show that he is ok or not. But I doubt that why the public phone works! whereas the flooding; he calls someone or takes a photo just for fun. Anyway, he is in misery but he smiles. Smiles even bad things happen!
how the public phone can work. it was almost under watwer. in this bad situation, we should keep our fingers crossed or encourage them.
